Rate indicators present similar complexity. Mortality rates, prevalence rates, and incidence rates require population denominators that differ from programme reach. A child mortality rate cannot aggregate by summing deaths and dividing by programme beneficiaries; it requires the total child population in the geographic area. Implementing an M&E platform requires attention to organisational factors beyond technical configuration.
Indicator definition precedes platform selection. The organisation must establish its results framework, define indicators with complete metadata, and specify disaggregation requirements before evaluating whether platforms can support them. Attempting to define indicators while configuring a platform leads to compromises that undermine long-term utility.
Data migration from existing systems demands significant effort. Legacy spreadsheets, previous platforms, and paper records contain historical data that contextualises current performance. Migration involves mapping source fields to target fields, cleaning data quality issues, validating migrated records, and often accepting some data loss where source structure is incompatible with target.
User adoption determines whether the platform produces value or becomes shelfware. Training must reach all data contributors and consumers, not just M&E specialists. Training content must address users’ actual tasks (how do I enter this month’s data?) rather than platform features (the data entry module supports 15 field types). Ongoing support channels must exist for questions arising in practice.
Integration with data collection and downstream systems enables efficient data flow. API connections to KoboToolbox or ODK eliminate manual export/import cycles. Connections to programme databases provide automatic data feeds. Connections to BI tools extend analytical capability. Each integration requires configuration, testing, and ongoing maintenance.
Governance establishes who can modify indicators, who approves data before reporting, who has access to disaggregated data, and how platform changes are managed. Without clear governance, platforms accumulate unused indicators, conflicting definitions, and inconsistent data.
For organisations with limited IT capacity, selecting a managed cloud platform with strong vendor support reduces technical burden. Prioritise platforms offering comprehensive training materials and responsive support channels. Accept that customisation will be limited in exchange for operational simplicity.
For organisations with established IT functions, evaluate whether existing BI investments can serve M&E needs through configuration rather than platform acquisition. If purpose-built M&E platforms are warranted, modular architectures enable integration with existing infrastructure.
For organisations with field deployment requirements, offline capability is non-negotiable. Evaluate platforms’ offline functionality through field testing, not just vendor claims. Assess synchronisation conflict resolution behaviour with realistic scenarios of multiple users editing overlapping data.
